With over 30 years of experience in economic and workforce development, Rosalie is dedicated to fostering collaboration among businesses, communities, government, labor unions, and policymakers to strengthen communities and drive regional prosperity.
As Vice President of External Affairs and Strategic Engagement at Haugland Group, she leads communications, government and community relations, and workforce and supplier development initiatives aligned with infrastructure growth.
Prior to joining Haugland, Rosalie served as the first female Commissioner of Labor in Suffolk County, New York, where she advanced equitable access to employment opportunities for 1.5 million residents. Under her leadership, the department delivered impactful workforce services, including training local talent, supporting businesses and unions, and promoting safe, fair working environments for more than 15,000 licensed businesses.
Earlier in her career, she served as COO and Vice President of the Brooklyn Chamber of Commerce and as a Neighborhood Economic Development Consultant, advancing place-based strategies to support local businesses and community corridors.
