Before joining Haugland Group, Felix served as Director of Program Evaluations for the Suffolk County Police Department, focusing on organizational effectiveness, policy analysis, and executive decision support. This background shapes his approach to supplier development, from readiness diagnostics to measurable participation and performance outcomes. He holds an M.A. in Public Policy from Stony Brook University and a B.A. in Political Science from Hofstra University.
