Goethals to Fox Hills Substation

The Goethals to Fox Hills Substation project was delivered through a full design-build approach, encompassing engineering and design, permitting, material procurement, construction and installation, and testing and commissioning. The project involved the installation of a new 9.4-mile, single-circuit 138 kV XLPE underground transmission feeder, including civil duct bank construction, cable pulling and splicing, and trenchless crossings.

This new transmission line reinforces the existing network between the Goethals and Fox Hills Substations. Grace partnered with POWER Engineers, serving as the design-build Engineer of Record (EOR). Grace affiliates, Eastern Utilities Services (Eastern) and Haugland Energy (HE), were also key project partners. Eastern performed Horizontal Directional Drilling (HDD) beneath Highway 440, as well as two jack-and-bore crossings under existing railroad tracks. Haugland Energy completed all XLPE cable pulling and splicing.

Grace coordinated closely with NYSDOT, NYC DOT, the Metropolitan Transportation Authority (MTA), and other local agencies and communities. Given the size and complexity of the project, maintaining a strong focus on safety and customer outreach was essential to ensure the work was completed safely and efficiently throughout the congested streets of New York City.
